Russian tanker explosion kills two

An explosion occurred onboard a tanker at Port of Makhachkala in Russia today, killing two people.

According to report by Sputnik, the explosion came from the engine room of the 2013-built 7,000 dwt tanker VF Tanker 16 when the vessel was near the No.4 pier of the port.

Initial reports said five crew were injured in the incident and another three were missing, and later two of the three missing crew were found dead. One of the wounded is in a critical condition.

The vessel is operated by Russian company Volga Shipping, which owns a fleet of 99 vessels, made up of 59 small bulkers and 40 small tankers.

Ocean Yield Takes Delivery of New VLCC

Norway-based ship owning company Ocean Yield ASA has taken delivery of the very large crude carriers (VLCC) Nissos Despotiko.

The vessel was delivered from the yard Hyundai Heavy Industries in South Korea and is the second in a series of four VLCCs that will be delivered to the Company in 2019.

Upon delivery, the vessel commenced a 15 years' bareboat charter to Okeanis Eco Tankers Corp (Okeanis Eco Tankers) with a 5 years' sub-charter to Koch Shipping Pte. Ltd.

Okeanis Eco Tankers was established in 2018 by the Alafouzos family to take over its fleet of modern tanker vessels and tanker newbuildings.

With seven tankers built 2015 to 2018 and eight VLCCs for delivery in 2019, the company will focus on eco-designed vessels fitted with scrubbers. The company is listed on the Oslo Stock Exchange under the ticker "OET".

First LNG Bunker Vessel Coming in 2020

Wärtsilä was tapped to supply an integrated package of sustainable solutions for China’s first seagoing LNG bunker vessel, scheduled for delivery in 2020.

The ship is being built by the Dalian Shipbuilding Industry Corporation (DSIC) for an affiliate of the ENN Energy holdings, one of the largest users of LNG in China. It has been designed by China Ship Design & Research Center Co. Ltd. Wärtsilä will provide the vessel’s cargo handling system, the Wärtsilä 34DF dual-fuel main engine, the gearbox, controlled pitch propeller (CPP), shaft generator, two Wärtsilä 20DF dual-fuel auxiliary engines, and the ship’s sewage treatment plant. The integrated gas, propulsion, and waste treatment systems are designed to deliver high efficiency with stable and clean operations. The equipment is scheduled for delivery in early 2020.

The 8500 cu. m. capacity vessel is the first newbuilding LNG bunkering vessel for ENN Energy Holdings and is part of the Group’s ambition to play an active role in the international marine LNG fuel supplier market. With this bunker vessel, ENN will be capable of supplying fuel to the world’s biggest LNG fueled vessels.

Connecticut signs legislation to develop offshore wind

Connecticut Governor Ned Lamont announced that he has signed legislation his administration introduced with the support of legislative advocates, authorizing the development of offshore wind in Connecticut.

Now, the Department of Energy and Environmental Protection (DEEP) plans to begin the RFP process, followed by an opportunity for public comment and the incorporation of the findings of the Commission of Environmental Standards.

The statute calls for the commission to suggest for inclusion in each RFP best practices on limiting environmental and fisheries impact.

Governor Lamont said:.."By delivering zero carbon renewable energy, we can increase our region’s fuel security while also making significant progress toward meeting our climate goals. By adopting this new law, we are sending a clear message – Connecticut is serious about becoming a major player in the clean energy economy"

Among its provisions, the legislation will:

  • Authorize the state to purchase up to 2,000 MW (or equivalent to 30 percent of state load) – the largest authorization by load of any state in the region;
  • Ensure swift action – DEEP must initiate a solicitation 14 days after passage;
  • Require DEEP to set up a future schedule for procurements;
  • Provide for robust competition and selection for best prices while achieving economic development benefits and minimizing environmental/fisheries impacts;
  • Begin a process under which DEEP will work with the Department of Economic and Community Development to ensure selected proposals have positive impacts on the state’s economic development;
  • Require contract commitments from selected bids that pay the prevailing wage and engage in good faith negotiation of a project labor agreement
  • Commit the state and DEEP to develop a commission to develop best management practices for minimizing impacts to wildlife, natural resources, ecosystems, and commercial fishing during the construction and operation of facilities. Bidders will be required to develop mitigation plans that reflect these practices.

The approval of the legislation comes after a public-private partnership between the State of Connecticut, through the Connecticut Port Authority, terminal operator Gateway, and Bay State Wind, a joint venture between Ørsted and Eversource, that includes a plan to redevelop State Pier in New London into a state-of-the-art port facility.

The collaboration includes a total of $93 million investment to upgrade State Pier’s infrastructure and heavy-lift capability that will enable it to meet the facility requirements of the offshore wind industry and increasing the port’s capability to accommodate heavy-lift cargo.

Technology to unlock true potential of shipping, says Synergy Group CEO

The shipping industry must cast off its conservatism and commit to harnessing the operational, financial and environmental benefits new technologies can yield, said Captain Rajesh Unni, CEO and Founder of Singapore-based shipmanager Synergy Group.

"Shipping has been conservative for far too long. It is time for us to welcome change and emerge from the shadows. Technology unlocks potential, but the digital world and digital shipping must be embraced,"...he said.

He believes most shipping companies are risk averse and, as a result, are failing to benefit from the commercial and operational gains now possible through the integration of new technologies, both on ships and ashore.

Technology is already redefining the industry, he said, with technologies as IoT, Machine Learning and Cloud-based Big Data, which can yield efficiency and transparency for owners, ship suppliers and operators.

Shipboard and shoreside operations can be made more efficient and cost-effective by bringing in customized technology to cater to the specific needs of our industry. But digitalisation is a constantly changing landscape. To be effective and future-proofed, shipping companies need to understand the demands of the modern, digital world and the absolutely transformative nature of technology.

Critical for fully embracing technology is innovation in both products and processes, he explained. They are not mutually exclusive. You need one to enable the other.

Take Amazon, for example. They have changed the way the retail industry operates by introducing virtual showrooms, 3rd party supplier platforms, offering online ordering and fulfillment to any business, Data Cloud sourcing as a business model etc. However, none of that would have been possible unless Amazon developed the basic infrastructure of E-commerce and fulfillment to serve its retail business.

The shipping industry is moving in a similar way, he said, whereby it innovates products and services for digitalisation, while keeping the return on investment in mind for a sustainable business model.

As the products and services mature it will enable new ways of managing and operating ships.

Presalt share of Brazil’s production climbs to 60%

Petrobras has completed 10 years of production in the Santos basin presalt field cluster.

Currently 16 platforms and more than 150 wells are in service, accounting for 90% of Brazil’s presalt output, with lifting costs of below $7/bbl and strong field productivity.

The company’s accumulated operated production in this area has reached 2.5 Bboe, and the Santos and Campos basin presalt clusters collectively provide 60% of Brazil’s domestic production. In April, presalt production reached a new peak of 2.07 MMb/d.

The unique characteristics of the Santos basin presalt, such as its location in ultra-deepwaters, the 2-km [1.2-mi] thick salt layer, and the distance of 300 km [186 mi] from the coast were an unprecedented challenge for Petrobras and the industry,” said Exploration and Production director Carlos Alberto Pereira de Oliveira.

“However, 10 years after the first oil from Tupi, we not only developed novel solutions to overcome the presalt challenges, using the highest technical competence, but also proved its economic feasibility and set a succession of records.”

Over the past 11 months, Petrobras has put six platforms onstream in the Santos basin presalt cluster, each designed to produce up to 150,000 b/d of oil.

Seven of the company’s 11 prospective new platforms over the next five years will be deployed in this cluster plus one in the Campos basin presalt, at an estimated cost of $27 billion. In addition, the extended test from the FPSO Pioneiro de Libra on the Mero field – designed to compile information on the reservoir prior to the deployment of full-scale production systems – has surpassed 60,000 boe/d through a single well.

Petrobras acknowledged that its successes in the region were due in part to exchange of experiences with other major companies it is working with.

During the 'World Oceans Day', June 8, IMarEST announced the launch of IMarEST Women’s Network. The Network will be open to all members, both male and female; The inaugural meeting will take place on Tuesday, July 9 and participants are able to join either in person, or virtually. IMarEST by the launch of the Network boosts its idea of 'acting locally to succeed globally.'

The Network aspires to highlight gender equality for its members, as it supports the idea that gender equality is not just about uniting women, but it's about women and men being equally valued in the society. Through the Network, men and women will have the opportunity to be mentors for the next generation and promote a positive change in the Institute, the shipping industry and the wider engineering, science and technology industry.

In addition, the Network aims to highlight some of the historical and social disadvantages that have been a threat for women who try to enter the maritime sector. Thus, this initiative will bring men and women together, a vision of a world where marine resources and activities are sustained, managed and developed for the benefit of humanity.

Gazprom and Siemens discuss prospects of creating joint venture in Russia

A working meeting between Alexey Miller, Chairman of the Gazprom Management Committee, and Joe Kaeser, Chief Executive Officer of Siemens, took place June 7 at the St. Petersburg International Economic Forum 2019, Gazprom said in a press release.

The meeting participants discussed the current issues and prospects of their cooperation, including the joint efforts aimed at organizing the manufacture of innovative electrical equipment of Siemens in Russia so as to serve the needs of Gazprom's generating facilities.

In this connection, the parties reviewed the implementation of the Agreement of Strategic Cooperation signed by Gazprom Energoholding and Siemens in May 2018 and the Memorandum of Intent signed in March 2019. It was noted that the working group that was formed under said documents is now preparing the design documentation to create a joint venture in Russia with the aim of producing vacuum generator switches and their components.

The St. Petersburg International Economic Forum 2019 is being held at the EXPOFORUM Convention and Exhibition Centre from June 6 to 8. This year's key topic is Creating a Sustainable Development Agenda.

Sovcomflot cancels redelivery of Polarcus vessel, extends charter by two years

Dubai-based offshore survey company Polarcus has announced that Russian state-run owner Sovcomflot will keep survey vessel Vyacheslav Tikhonov despite announcing its intentions to return the vessel earlier this year.

Sovcomflot has withdrawn a notice of redelivery it exercised in March for the vessel and exercised an option to extend the bareboat charter for two years.

A subsidiary of Polarcus has chartered the vessel to use as a source vessel for a wide-azimuth project in the Americas in the fourth quarter.

Both parties have redelivery options during the extended hire period with Sovcomflot’s first redelivery option being exercisable with effect from completion of the charter-back for the wide-azimuth program.
